I'm pretty sure this isn't the first time the corruption has been blamed on apartheid and unfortunately it won't be the last. Yes, I agree that it probably did but there aren't any plans in place to change anything.

I would love for you to back that statement up with some facts....
Ive lived through both the apartheid goverment and the ANC. In my life, I have never seen such blatant corruption, cronyism and favoritism as I have in the last 10 years. The apartheid goverment might have ensured that jobs went to their afrikaner brothers, but people back then went into government to actually *gasp* serve their country.
I am pretty sure that you are correct. This came up either last year or earlier this year, so methinks the OP is tyrying to revive a dead fish.
That being said, Manteshe is an idiot for saying it in the first place.
What is inherited is easily improved, and if you inherit a corrupt system and then turn it into a work of art, don't cry about it!
In the "old" civil service, people took jobs because it was easy .... not much to do, not many responsibilities, if you stayed in the service long enough and waited for the guy in the position above you to die, you were 99% likely to get his job. People all aimed to become directors in the civil service and to retire with their health intact (due to not doing too much) and a fat pension to boot.
