Web Designing is not a pre-requisite...
Web Development... imho.. is... how else can you understand potential issues if you cannot recreate / manipulate them?

Anyway... with WebSec you are looking at (mainly) :

- SQL injections
- Session hijacks
- XSS (Cross Site Scripting)
- Unencrypted posts

on the client side (obviously since the server feeds the client its code, when i refer to client side im actually referring to the code on the server ) .... and on the web server side : Traditional (web)server security principles

I doubt anyone in this country offers WebSec courses....
