I don't see any reason why Cell C does not allow WhatsApp Calls on their WhatsApp bundle, anyone maybe know a food reason why?

The Whatsapp bundle doesn't work properly anyway, data comes off your normal bundle.
Can we report to advertising authority ...advertise one thing on whatsapp but works completely differently....

@OP - They'd loose too much on revenue if they did that, people would stop using normal voice calls.
