General municipal services were far better before. They used to sweep streets more than once or twice a year, street lights were repaired more efficiently, we had less potholes, roads were painted, street signs were replaced etc.. The council actually answered their phones, even on a Friday afternoon!
This council are contracting a lot of the work out and they aren't keeping an eye on what these cowboys are doing.
As it is, the rates have increased since they are directly linked to the market value of houses. However, they don't seem to want to know how much water/electricity is used because these guys come very rarely. We even rang up to give them a reading (as you can do in Europe), but they wouldn't accept it because it was "too soon".
Law enforcement is a JOKE. They must be the most inept bunch of buffoons this side of the ocean. The mayor has direct control over these people, which indicates very poor management.
We're also told that the money the City gets goes directly into the townships, probably in an effort to buy some votes. It doesn't matter whether the City claims that they "are running it better". What matters is what we see on the ground, whether that means less corruption, more accountability or otherwise.
