Will LLU really bring cheaper ADSL?

Could someone explain to me exactly what infrastructure is covered by the LLU? Will it give operators access to backhaul or is it focussed on last mile? If the former, it would open doors nicely for fibre to the curb, something that is a lot cheaper than copper to maintain and less of a temptation for thieves.
