Even in urban areas the sprawl, and the low number of high density dwellings, contributes to the low number of phone lines.HSDPA is only really available in urban areas so this isn't much of a factor. Even in dense urban areas ADSL's losing to HSDPA.
Ask yourself why most people have not even the option of cable TV in this country. No cable TV, low number of landlines, low quality of landlines where they are installed, all have the same common root problem, urban sprawl.
