What's the possibility of that when looking at 10Mb syncs?
My router currently says "max attainable 12.7Mbps" or so.

20Mbps might be possible, depends on your stats though :)
If you're already syncing at 12Mbps you might be on a 20Mbps profile on the DSLAM already.

Throughput sputtering and Youtube buffering at even 360p since yesterday... I assumed it was related to this;

Green on Afrihost noticeboard... but sputtering still persists... Youtube buffering at 240p now, 7Mbs line sync.

IPC constraints again or something else?

This is still on-going, but as the notice stats - shouldn't be affecting you now.

I'm currently on 10Mb.
My down SNR jumps between 66 and 85 generally. The 66 is mostly at night.
 
Also on 10mb capped account and 720p streaming is stutter stutter....

Having issues streaming Twitch. Can't stream medium quality. It buffers quite a lot. Switched to WA capped account and I'm doing high with no buffering.

Hope this isn't going to become a regular occurrence like it has with business uncapped (reason I left).

This is almost certainly IPC related. The conmen at Afrihost are at it again!

I don't believe for a second that the final part of the previous IPC upgrade ever took place. They simply put their PR team to work in order to mislead their customers into believing that the IPC problems had been resolved.

At the moment we're still looking at how we can improve the experience. It seems to be an increase in demand over that period in the evening putting a strain on the network. Becuase it's such a small window (and the rest of the 24 hour cycle is well below peak) we're looking at what we can do to improve experience specifically in this period :(

Strange for SNR to change. It's either something environmental or there is a fault on the line which is giving inconsistent readings :(

What sort of throughout and latency are you getting on your connection. You should only need around 4Mbps throughput to stream 720p, depending on the codec and the service.
