That looks like it may be an issue on your line or Exchange. For how long have you been seeing that level of latency?

PeerBlock reported the address as DoD Information Systems and then blocked it.

Maybe they don't allow traces to it.

I just checked on your DSL line, and it looks like it's only syncing on 1Mbps at the moment.

You may need to ask that Telkom does a Port Recreate on it to see if that gets it back to 4Mbps.
