What are the chances of this ever happening though? Is it also not only inevitable that it will lead to in-fighting thus civil war? After all that is what happened in Kosovo. People don't peacefully break away.

Apples and oranges Serget. Go do your history before spouting this type of rubbish. Also, it would be great if you actually read my post about this as I explained it fairly well without going into the socio-political and historical background of it.

The big problem in this scenario is that the line between racial discrimination and discrimination between people that are rich and poor is very blurred here.

How so. It's perfectly clear. People who are racially discriminated in S.A get the chance to fulfill their potential in the Cape on equal terms as anybody else. Skilled people are encouraged to come just like every other country in the world attempts to lure skilled individuals and ANC voters who will no doubt by very upset at the split are given every opportunity to go live under a regime they support where they'll get to enjoy the policies of that government. So founds fair to me

Another interesting challenge will be the 33% of the Western Cape province that voted for the ANC.

I agree that's a good possibility, but it will take a lot of time for that to be put into practice. Imagine the logistics of it all, what would the 'border control' be like?

Placing any conditions on anyone in this new "country" would be wrong imo. Maybe just 'force' everyone in the WC to do their part to make the WC a proper 1st-world country. Declare the WC independent and that's it. Everything should stay as it is wherever possible. Maybe jack up the criminal laws a bit, increase spending on service delivery & social support, build a dedicated fiber line to the USA & EU, close the borders a bit to keep the elements out,... but this is just me sucking things out of my thumb - still need to think this through properly. Pros & Cons...

WC already has a Government. Maybe you will have to expand it but the base is already there. The border control will look just like any other independent country's control.

As things stand, those streaming in to the Cape are not going to help make this place any more 1st world than it is. - at least for about 100 years. The government knows it, but because these 'aliens' ;) are predominantly ANC voters from the E. Cape they are welcomed and put on the housing list in record time.
 
So will surrounding South Africans be seen as immigrants? If you were to look at 1st world countries, there are large groups (mostly right wing) that oppose people coming into their countries while ignoring the fact that these people are the ones doing the blue collar jobs etc.
