I got the email a week ago that it is clearing customs.
I installed the normal Aramex mobile app (not the AGS one) now and luckily that works. So I managed to make my payment.

Does the quoted shipping price included duties and taxes or do you have to pay that additionally?

The calculator only shows expected shipping cost. The duties and taxes are calculated once the parcel is received at their depot, with an invoice, or if you upload the invoice on your packages page.
As you don't enter type and value of the shipment, there is no way for the site to even know how much VAT and duty to charge you.

Yes you can estimate it. If it is electronics or something with no duties, then you just pay 15% VAT on the value*1.1, and the clearance fee of R50. The value is usually just the contents value, but they can include the shipping cost.
So let's say the contents is worth R1000, then you pay : 0.15 * 1.1 * 1000 = R165, plus the R50 clearance, so in total R215
You can go on Amazon.com and put an item into the shopping cart and see how much Amazon com estimates the customs import fee. That can give you a rough idea.

Anyone know what's going on with the AGS website? It's been FUBAR since last week.

Developer tools say, the language translations are missing.
For me, the website seems to work normal other than the missing text which makes sense based on the error.
So if you go through it using muscle memory, you should be able to make a payment, just not seeing some of the actual text.
The tracking for example does show text, because I guess that reads it from the tracking without translation.

I use both and have no issues to date. There can be delays, but overall both are fine for me.

I have used Aramex Global Shopper for years. I have bought a bunch of stuff from 'Murica and I always get my stuff in a fairly short time frame. The app is currently stuffed but the site works fine. Free to register. They also moved the US location to Florida for better tax rates
