No, not always... OP could also have been unaware of the perfectly fine coil whine present in some components, and only realised it was there when he went looking for problems
OP - did you run furmark at all? Did you run anything we said you should?
 
Ran furmark and memtest,furmark caused the same problem while memtest didn't(no errors detected).

Well I couldn't think of anything else to blame :P

I had a card with a bulgy cap, a sapphire X1600pro and it made buzz after 3min of 3Dmark2001 benchie...so yeah.
