Many are floating this notion

Along with a flooding of religious posts naturally

The fact that this if it wasn't imaginary entity could just make this happen on a sunday is lost on them

This shrine notion is just bullshit imo , it is just like religion pathetic facade
Especially since

All graves go unvisited in the end

The memorial wall that was in the gardens was even transplanted since many probably did not even know it was there

Why not

Build a shrine in the shape of a commie block with a trust to cover all rates and taxes, for the family members left without a parent/bread winner

My honest opinion is the block of flats will be rebuilt and have residents before the guilty party will be prosecuted.

As an ECSA registered Civil Engineering Professional, I would first check the structural design, then check the quality control records on the construction.

There was no mention of the developers agent or supervision consulting engineer. This would be someone who would check the quality control (ie type and amount of rebar, concrete strengths, etc)

There is a publicly available list of the parties involved in the development and Mitchell & Assoc were listed as the "Principal Agent" and, while I am not familiar with building contracts, should have undertaken the supervision of the engineering design. An architect and QS are also listed (Deon van der Westhuizen Architects cc & Matla Quantity Surveyors Pty Ltd).
 
Just to set expectations in terms of investigations, complexity and timelines
  • In October 2015, the Johannesburg Grayston Drive Structural Bridge Collapse in resulted in 2 fatalities and 19 injuries.
  • In October 2015, the preliminary investigations were inconclusive (as to be expected due to the complex nature of these projects). A decision to launch a formal inquiry into the incident was made.
  • In December 2019, the Department of Labor Enquiry report was made public and concluded there was no evidence that occupational health and safety standards had been adhered to. The findings, especially those made against the main contractor, Murray & Roberts Construction (MRC), are damning.
Background to Responsibilities and Accountabilities
  • Murray & Roberts was the principal contractor responsible for the supply of materials and construction of the structure.
  • In terms of the project contract, the appointment of an engineer to manage and oversee the project was required. Royal Haskoning DHV was appointed to administer and monitor construction to ensure compliance with design specifications.
  • Royal Haskoning’s area of responsibility excluded any design and implementation of temporal or false works upon which permanent structure was to be based. This was entrusted to Murray & Roberts as the Principal Contractor. However, Murray and Roberts had to submit the designs to Royal Haskoning for review and to ensure temporal works did not impact the integrity of the permanent works.
  • FormScaff, was contracted by Murray & Roberts to supply sections of the temporary works structure, including all material. Form-Scaff were not responsible for the erection of the false work and temporary work.
The incident and findings from the enquiry
  • Before the opening of the M1 highway and collapse, representatives from Murray & Roberts, Royal Haskoning DVH and Form-Scaff were aware of a missing set of bolts between 2 girders assemblies. It was concluded that the missing bolts would not have impact the integrity of the temporal works structure.
  • Primary causes of the collapse of the temporal structure were found to be a combination of:
    1. Significant deviations of as-built temporal structure from design specifications
    2. Overloading of the temporal structural elements
    3. Poor workmanship (QA/QC) in respect to the erection of the structural elements
    4. Temporal works design calculations and drawings not approved by a registered professional engineer. Murray & Roberts did not have a registered professional engineer in respect of the Grayston Project in terms of Construction Regulations. A candidate engineer was appointed to oversee the day-to-day aspects of the project.
    5. No RACI to manage responsibilities and accountabilities in line with the complexity of the project, specifically critical issues such as site inspections, competency of the contractors, communication channels, audit findings & closing of gaps.
    6. Lack of supervision of construction work by a competent person. Murray & Roberts failed to produce inspection records that were carried out on the temporary works

Whoa, how could only 13 deaths have been the previous building accident record, that's impressive if true, I would have thought it would have been far higher?!
 
No idea how deep the basement was , but from the photos on the last municipality post on facebook

it is starting to look like almost cleared the site

So i think there is a good possibility totals was incorrect

There was uncertainty 75/81
Time will tell

eTV news suggests that several illegal immigrants may have survived the collapse, but ran away and did not return to the site to be included in tne total count.

They also said it was lunch when it collapsed. So a few could have gone to a shop or something
 
Any idea if there was crimincal charges bought in the Bridge collapse probably only civil I assume ? For this disaster someone is definately going to jail

I think that is tempting to say, but is an unrealistic statement. Proving negligence is difficult enough, with so many overlapping responsibilities. A criminal case requires proving intent and disregard for human life, which in this scenario seems implausible.

If there was negligence an example needs to be made but true I guess the engineer will blaim the main contarctor and the main contarctor will blame the engineer. We will have to wait a year but any idea if the report will be made public ?
