Oi!
You're not allowed to superglue your (LTE) modem to the base station antenna and then conduct speed tests! :erm:

So whats the story behind it & when might we see this "on the street"
http://mybroadband.co.za/news/broadband/18963-cell-c-42mbps-hspa-arrives-in-april-2011.htmlSpeeds in excess of 100Mbps are seen in testing using Samsung LTE dongles.

Is it possible for the speed of a 3G modem to be worse when connected via a 3G router?
There will be the following uncertainties:
1) whether the modem connects to the same tower while plugged into the router
2) whether it receives the same signal strength or SNR while plugged into the router
3) Wireless interference could slow the connection down.
To reduce uncertainty for (1) and (2), stick the modem in e.g. a window or some fixed location and connect to the pc/router via a short USB cable. Careful with long ones! If you're lucky, maybe the manufacturer could provide help with mapping the % on the router to dBm.
For (3), rather connect to the pc via the ethernet connection.
Impressive.

Can you post details of your equipment, location, connection, etc.
