Why do our government institutions commission and pay for such piss poor web applications?

So, I receive a note today that for Census 2022 we will be able to register and complete the census questionnaire online and therefore not have to let anyone onto the property to complete the census form. Yay, fantastic thinks I...

Off I toodle to https://getcounted.statssa.gov.za/#!/home to start the process because why not...

Opening page is nice and slick, quick too - manage to navigate my way to the page where you enter your details, receive OTP to confirm cellphone number etc.

On the final page of entering initial demographic and location details, the page hangs, and my browser crashes....no problem, I'll just go back in pick up where I left off...except....I can't...

Now, when I enter all my details the page tells me that my cellphone and email address are already in the system and it won't allow me to progress further...

There's no help button, no contact button, no "if you're stuck click here" button, nothing, nada, zilch, just the error message and the Census 0860 number.

I bet they paid some company eleventy million ronds to put this together too

Sigh

Stuck at OTP.

Getting no OTP.

Finally got it after 3 requests

And it says cell and email already exist? Doesn't even make sense!

Edit

Tried yahoo email and main cell number.

Finally registered with a reference number.

First attempt, no OTP ever arrived. I tried again a few hours later. Twice. That time I received the OTPs, but the site told me they were incorrect. Sounds about right for a govt system!

That's the error I'm getting.

Changed the email address and cellphone number - no otp to email address

What a piece of **** system - FFS this isn't difficult stuff

So I see this starts on Feb the 3rd (next week Thursday and runs until March although when in March is not exactly specified). Think the last one was in 2011 if memory serves.

The next population and housing census, Census 2022, is scheduled to start from 3 February to March 2022. The Census Night will be on 2 February 2022 where fieldworkers will enumerate the homeless, the transient population, those in communal living quarters such as hotels, B&Bs, hospitals, correctional centres, old age homes etc. A census is the total count of a population whereby all people – including children, babies, homeless people and foreign nationals within the borders of a country – are counted. A census collects data about a country’s socio-economic dynamics – people’s living conditions, access to basic services, income, etc.

Torn as to whether to participate...

Torn as to whether to participate...

It is compulsory for every person to be counted and the Statistics Act imposes a R10 000 fine or a six-month prison sentence on anyone who refuses.

Census 2022

I'll probably do the self-enumeration thing just so that I don't get hassled by fieldworkers...

Be interesting to see what questions get asked to be honest.

Don't ever underestimate the value of Census Data. I have been working with it for years as an end user, and many Government and Private entities use this info for their strategic planning.

The more up-to-date and accurate it is the better for everyone.

I'm personally infinitely happier to provide accurate data online to a web form based system.... but when you're handing back a piece of paper to some random, then considerably less so. They can get broad strokes, but finer details that could paint a picture of things inside the property... not a chance in hell.
