Chronic dropped line and authentication failure

Telkom isn't helping, neither is Megaweb, so I'm hoping to find someone intelligent in here.

Same thing over and over again, when there's wind or rain the line is dropped (I suspect a short in the distribution box, but after 8 months of calls Telkom has yet to fix it). After the line comes back on, I'm stuck with a persistent authentication failure that isn't solved by rebooting the router but only recovers after I reconfigure the router (a Billion BiPAC 7300RA, although similar problems occurred with the previous ZyXEL).

In addition, the ping-pong game between Telkom (if the guest account works it's not their problem) and Megaweb (the guest account is priviledged and proves nothing) is driving me insane.

HELP!
