I didn't link to Mauritius. And I think that an intelligent ISP would inform their customers of potential limitations internationally, before they do tests and get a bad feeling about results. Simple farking customer-centric sense.

So cool ideas will give you the closest possible they can to get you to the line speed you paid for...

Reality is CISP doesn't own the entire internet... They can only do what they can till their hand off point...
This is when you'll see deterioration locally when it gets handed off to another local provider...

Internationally has exactly the same issues and more based on TCP packet scaling on windows being spear headed to maximize download speeds and not upload speeds, this means the automatic scaling of upload is not very optimized and therefor can be pretty useless... Trust me, i know, i use my line primarily for upload.

Same concept as you can't blame CPT for PE having potholes in the road if that makes sense? Unless the same person/organisation owns both roads :)

Speaking of potholes, it is a bit like buying a Ferrari and moaning at the dealership that the car can't reach 200km/h up Sani pass.

Potential Limitations are not just international, it is also local.
Example, You pay for a a 200/200 Package. Your ISP will do a best effort to provide you that speed on their section/portion of the route your internet traffic has to follow.
So if you in Cape Town it is from your Fibre box to NAP or CINX.
What happens beyond that point your ISP has no direct control over.
If the route that NAP or CINX follow from Cape Town to say PE Vodacom or MTN test servers and it is saturated or has a fault on, or the Network or servers/hardware the Test servers are located on in PE are saturated or has a fault on you will get degraded service response from that test.

That is why your ISP asks you for a trace route, MTR etcetera , so that they in return can log tickets with the respective networks en-route to the end point to increase bandwidth or repair faults or hardware.
But your ISP has no influence to get this fixed, they have to rely on the other networks to do their bit.

Hence we get told ADSL, VDSL, FTTH it is a best effort service.
If you want a guaranteed 200/200 single threaded connection to say your company in Frankfurt, you will pay a premium price hence why business internet packages are 4 to 10+ more expensive then Home based best effort products. As the business products have Guaranteed Service Agreements.

For us home users like Sinbad and others have mentioned, with a 200/200 package we have to most often run multi threaded connections or multiple applications on our lines to saturate that 200/200.
When you download say NVidia drivers those are hosted on Local CDN's and if you are lucky you will see full line speeds with 1 - 4 Threads, but not guaranteed.
Downloading from international locations most often you need 4 - 10+ threads to get the 200/200 saturated.

I often download work from our Office Servers in Tampa Florida USA, the biggest installer is 12.4GB and I can get my 200/200 saturated with between 6 - 10 threads, So you can do the maths what a single thread is giving, approx. 20 - 33.3333 Mbps per Thread.
But then you also get servers limit the amount of threads/connections per IP you can make, based on multiple factors. So you are never guaranteed to get your full line speed.

There are just so many variables .........

Hope my lame ass limited knowledge of how the internet works can help. :whistle::D

If it's only torrents you aren't getting performance on then maybe look into your client or the way it's setup.

Not sure it is my client that is the issue, but I will reset it and test. It is worth mentioning that prior to switching over to the Vuma/ Cool Ideas package, i was on a 30mb/s wireless link with another ISP, and was able to max my line. It seems to vary between 1mbs and 5mbs on torrents, never more than that. I'll reset it this evening and test.
 
Yeah let's try the other device and see, it's very unusual to get a fixed result that isn't the line speed itself.

I have tried numerous devices now plugged directly into the CPE and although I am getting solid results with downloads 104mbps, uploads seem to be struggling between 75 and 80 mbps. I have to say though, that the devices I tried were all windows based. Taking into account the information provided by our other users [MENTION=10055]jannier[/MENTION] and [MENTION=333099]Loppas[/MENTION], can I assume that this is the best i can get or can we get Vumatel to have a look to see if everything is ok on their side. Let me know how we are to proceed. Thanks.

Bad settings in a torrent client can affect the download and upload speed.
Definitely at least disable uTP, which is used to slow down torrents by "detecting" other things need the speed.

Also try a massively seeded torrent like: http://releases.ubuntu.com/18.04/ubuntu-18.04-desktop-amd64.iso.torrent
It maxes out my 50Mbps line at 6.25MBps

How long does Vumatel typically takes to come install the CPE?

Hard to say as it's dependent on their backlog, but usually pretty quick, week or two.

My installation was completed today. 2 Green lights on the cpe, not connected to router yet as not received login details yet.

Vumatel have assisted me in changing the state of the order I made on their side to "Pending ISP Application" and have asked if you could push through the application on your side.

I did that but now it seems like the Connect team have pushed through a new order on Vumatel's side. Is there a way you can just push through the initial order I made on Vumatel's side instead of forcing me to wait for the new order's state to change?

I also, what appears to be, in an order loop between FrogFoot and CoolIdeas.

I placed the order with Frogfoot, with CoolIdeas as the ISP, on their website.

I then enquired from CI whether they received my order, I was informed by them they do not have a record of my order and I should rather apply on their/CoolIdeas website, which I duly did.

Today I enquired from CI on the progress of my order, by which I was informed they will check with FrogFoot.

I'm not frustrated or bothered, yet, the ordering process appears flawed and disconnected, which is disconcerting for 2018, ya?
