This is borderline for RD.https://www.bandwidthplace.com/results/5bf4391831c1c1.96913443-75784911/?source=copy
Mine looks even worse, lol!
The fickleness is the problem. They are rather fickle. Have you tried testmy.net?
Apparently https://speedof.me/ is the one we should be using
" SpeedOf.Me is an HTML5 Internet speed test. No Flash or Java needed! It is the smartest and most accurate online bandwidth test. It works well on iPhone, iPad, Android, Windows and other mobile devices, as well as desktop computers. "
My test chose local server, we need international.Apparently https://speedof.me/ is the one we should be using

Ag lets just all club together and build our own RD server Looney.... hey? lol
On a serious note... have you tried premiumize? I signed up for a month... so far... so good. You can pick your location too, not many choices, but it's selectable at least
And in other news... my link seems to still be behaving after that upload speed debacle a few nights back..
Thats a terrible London speedtest server to test against. My twitch is bad again.
Local is perfect as always and international throughput is degraded as always.

I actually managed to catch when it happened:

The giant gap in the middle is when twitch just died and the player told me "network error." Then after a refresh of the page as you can see everything twitch becomes unusable.

*EDIT I decided to try and use the router CISP sent me to see if mine is the problem.
