axxess, cisp & afrihost are not using IS.

at the end of the day, ddos attacks are a bitch to deal with, resources & time, they do affect services badly while an isp try and mitigate.

AFAIK, Afrihost and Axxess use a "network" that basically aggregates bandwidth from different providers for performance and redundancy purposes, which includes IS.

Isn't IS listed as one of CiSP's partners?

they do not use IS for ftth or dsl.

They get transit from Echo who gets transit from Liquid for these two providers.

Yeah we have some IPTransit with IS still.

Even IS gets their transit from transit providers such as Level3, Cogent, HE, PCCW etc. No ISP/network operator has their own interconnects to every other network in the world.

Seacom just owns and operates undersea cables, which network providers such as the ones listed above operate. Think of Seacom as owning the land on which roads are built, and the roads are built by transit providers, and lanes on the roads are leased to ISPs.
 
Correct me if I am wrong but IS is also more of a transit aggregator whereby they purchase massive amount of transit from multiple providers all over, manage and blend it into one product and sell access to it. (at least the division I am familiar with, IS is a large company, and their parent is even larger)
 
So whose to blame for this CW issues? CW not getting the move to Evonet right? Evonet the issue? Who? Silence is deafening

I'm not optimistic that CW will survive. Their reputation and network are both shot.

I'd love to know how things went so wrong. DJ seemed to really know his stuff and prior to being banned by MyBB was such an awesome presence for customers on this forum. It just doesn't make sense that he'd let it all fall apart.

Can't have anything to do with Evonet. I left CW long before that. I'm very curious as to what the real reason is - it surely can't be as simple as too many DDoS attacks.

Apparently CW has been the target of DDoS attacks before, and in the past they knew who was behind them as well. Even went to the police to lay charges and everything.
