I once throught the problem was with the user, but its not, its with the ISP. They need to prevent this happening, at a stretch remove the uncapped accounts. If there is genuinely a strain on the network, then ISP's need to work harder at throttling those hogs. Giving them an uncapped account and asking them not to download, is like giving a kid unabridged access to a sweet shop with a pocket full of cash and telling him not to buy anything. Its impossible, we all know the mentality in this country is only about oneself, therefor relying on users to slow down is not gonna happen.
The service is the problem... ISPs are the problem...
