I believe only around 4000 households in Soweto have prepaid meters installed. How would you switch the leeches off but not the paying ones?Soweto accounts for 48% of municipal debt owed to Eskom, so yeah, switching those leeches off will help significantly. They are obviously using a lot of electricity and contributing nothing.
Let's assume the entire area gets cut off, won't we just move the issue? Surely the residents will just pack up and go find camp in other areas and start jippoeing the system again.
