Municipalities does not matter in this election however. This is National and Provincial only. Even if Tshwane gets 80% DA it will remain under ANC control until the next local elections. Or am I missing something?

It is the psychological effect that matters. It will become increasingly difficult for those municipalities to govern if they are losing touch with the people on the ground. The Tshwane mayor has seen tons of protests and even ordered his private militia to shoot them last year.

This is not municipal elections.
so? I'm thinking ahead....2 years to the municipal election.
In this election, we elect the national and provincial governments. That is why you received two ballots. The one is for national, and the other for provincial. In the local elections, we elect who governs our cities.

Municipal elections are in 2016. This election was only for provincial and national governments.

Election results came in at a steady pace from across the country on Thursday morning, but two major cities -- Johannesburg and Cape Town --were slow out of the starting blocks.
The Western Cape, the country's second richest province, was still in a better position than Gauteng, where major metros had reported little vote counting by Thursday morning, with the City of Johannesburg still to submit data.
By 8am at the Electoral Commission of SA's (IEC) National Results Operations Centre in Pretoria, of the 2,941,333 registered voters in the Western Cape, 1,192,280 votes had been counted on the national ballot, and 1,165,602 on the provincial ballot.
Nationally, the Democratic Alliance had 728,152 votes (61.07 percent), the African National Congress had received 360,622 (30,25 percent), and the Economic Freedom Fighters 22,180 (1.86 percent).
On the provincial ballot in the Western Cape, the DA received 735,326 votes (63.06 percent), the ANC 339,691 (29.14), and the EFF 19,546 (1.68 percent).
In 2009, the DA won the province with 51.46 percent of the vote, followed by the ANC with 31.55 percent. Cope came third with 7.74 percent.
Up to and including voting day on Wednesday, Western Cape ANC leader Marius Fransman said he was confident the ANC could retake the province, while on Tuesday at a rally in Cape Town, DA parliamentary leader Lindiwe Mazibuko told supporters the DA would win the province and increase its majority.
With the City of Cape Town still in limbo, it remained to be seen which way the province will break for certain.

Yes. The votes we're seeing now for Tshwane are what the people in Tshwane voted for, nationally and provincially. The local government of Tshwane won't change, however. This will only be effected by the next local government elections, which will be in 2016.
