Pending on the IT environment (design and implementation) or network topology 'any' networking device can possibly allow communication between networks, though routing is key, the question should rather had called it internetworking, and this is where an switch as an layer 3 can be assumed correctly.

In the end, by basic terms, a hub/switch allows devices on a network to communicate and a router allows communication between two networks. Interestingly enough, a hotspot can be related to as an access point (AP) which also does routing in this setup... pending on the setup it can be on a separate network connected to another network which is communication between networks.

The same with bridging…
