an owner at our complex owes like R150k or something
The levies was paid up lately but interest and other stuff hasnt been paid

Throw lawyers at them. We had a unit owing about 150K and we managed to auction off the unit to pay the debt. In our case though the unit was abandoned by the owners after a messy divorce and 3 sets of tracers failed to find the owners.
I think the new owner who bought at the auction became liable for the debt or something but it was essentially sorted out once we finally got the sheriff to attach the property.
Get a judgement and tell them either pay or have the sheriff attach the unit and sell it.
Levi is the single reason I will never ever buy property in an estate / complex. It reduces your investment potential.
My GF pays R8000 for her bond and R2200 for levi (excl electricity and water). Paying more than 25% of your bond cost on levi is insane, and guess what? It only goes up every year.
this owner has been in arrears since 2010 and its been ongoing
problem is we never going to get back the interest and other fees
and its a lot of money
We have also a few bad apples in our complex / estate. One guy owes almost R400 000
We went the legal way (time isnt something on our side as it is endless processes).
