I think it's got to do with Telkom bumping 512k users to 1mb and then lowering 10mb users to 6mb. Their equipment can't handle it. And AFAIK the 384k and 512k DSLAM was shared (if you were 1mb or higher it was on a different set of DSLAM's)
My guess is they increased the speed on the old DSLAM's which is running both 384 and (the new) 1mb and now people are suffering.
Speed is still crap FYI, I just hope I can get my work done and go to bed before 2am...
This past night instead of the usual 400kb/s I got 12kb/s so I am wondering what broke? Seems to have improved now to 30kb/s.
Just a quick update Seacom carried out emergency fibre repairs and service was restored approximately 30 minutes ago.

I can confirm steam is working again. thanks MWEB. Also newsserver is really fast. Getting speeds of 200KB/s now
