no login screen shown, win 10

I don't know, might be it's obviously the one where you select a previous win10 installation to upgrade. I normally do this within windows 10 itself if needed.
cant login to windows, can get to the screen like one is loading a new PC,
but then what do I use? custom installation?

Maybe, just maybe... try this:

Learn about Windows Hello and set it up

Windows 10
Windows Hello is a more personal, more secure way to get instant access to your Windows 10 devices using fingerprint, facial recognition, or a secure PIN. Most PC's with fingerprint readers already work with Windows Hello, making it easier and safer to sign into your PC. Here's how to set it up:

  1. Go to the Start menu and select Settings .
  2. Go to Accounts > Sign-in options .
  3. Under Manage how you sign in to your device, select a Windows Hello item to add, change, or remove it.
  4. If your device is not compatible, see devices that work with Windows Hello.
How does Windows Hello keep my info private?

You forget that he cannot get past the login screen

Kom nou man

Because you quoted something from The Simpsons I will also try to help.

It's possible that the machine thinks there is a second screen plugged in and is displaying the logon on that screen. Is it a laptop?
yip, laptop,
and already tried that, plugged it into another HDMI screen, literally copies what the first screen is doing,

getting somewhere with deliberately forcing a automatic disk repair, and manage to get to a working login screen under safe mode.
not to reset the password for admin, and try my luck to see if I can at least login under safe mode.

This is perhaps an obvious question, but did you try to click on the screen with your mouse / trackpad?

I've found that for some reason it sometimes doesn't register keyboard input and only works if I click with the mouse to show the prompt.

Any other account used on the machine will work safe mode.

I had a very similar issue, but I don't think the cause was the same.

Temporarily bypassing fastboot, by turning off the laptop (holding down the power switch) and removing the battery resolved my issue.

Seeing as you've already gone through various recovery procedures I figure you've probably bypassed fastboot at least once or twice.

yeah no...

copy data off and reinstall windows

I had the exact same issue. One day it just popped up after I pressed the Esc key and clicke don some tiny box on the bottom right of the screen.

I uninstalled 10 and went back to hardened Win 7.

My brother had the same issue yesterday when trying to login to Windows 10 on his Packard Bell laptop - it was totally unresponsive to keyboard input commands (both with the built-in keyboard & a wireless one).

Eventually, when he tried clicking on the desktop with the mouse, the password login text-box suddenly appeared & he was then able to login successfully.

Seems it must be yet another undocumented Win 10 'feature' as a result of a recent update...
