Run a traceroute and a ping test of at least 10 pings to see if there are potential problems between you and the exchange and to see if you have any packet loss.

thats the weird part browsing, is fine. gonna game for a bit to check that. i have those openweb dns servers. got them from mrbeep. and i would choose to forget my router admin password today.
might have to reset router. not looking forward to that setup again to be honest.

Cannot get a definitive answer from this but I think we can rule out congestion and packet loss as a cause of speed loss. Do you have a different ISP account to test with?

Also make sure you test speed to both local and international servers.
