He didn't get 10 ms delay. He went from 160 to 190, which unless you're old/slow/not used to the difference to begin with, you will notice. I've played games where I've felt lag spikes and then checked ping meters and been like, oh, yup, there's the extra 20+ ms.
Sure, your body has certain latencies built in. Even your pc does between peripherals. You add that all together and you get a baseline. Any shift from that baseline will be more or less noticeable depending on who you are. Maybe you don't notice it, but plenty of people like me do. It's like refresh rates/FPS on monitors. Will a lot of gamers be able to tell the difference between 144 hz and 240 hz? Unlikely. Will a lot of gamers be able to tell the difference between 72 hz and 144 hz? Absolutely. There are already dozens of YouTube videos proving that people can see it.
So sure, strawman 10ms, but again, we're not talking about 10 ms here. We're talking about three times that amount.
