I agree totally with ProtzKroG: The WUG's model resembles the origin of the Internet much more than today's modern telecom infrastructure. It's a set of networks interconnected with as much redundancy as possible, decentralised as much as possible and steered by a committee of volunteers.
That is not to say that it's the "perfect" setup, it's just one that *works*. When considering a system as large as the WUG, the number of factors are MUCH more than just dB and ping time. The current system of governance seems to be working well, and I don't think there's any motivation to change.
So next time your ping time is crap, or your signal goes down, or your throughput is really, really bad, spare a thought for the poor idiots who have no life but those they dedicate to keep the bits flowing on the airwaves! Or, even better, skill yourself up and dig in!
