On the accounts with this special yes, we have a 1 month cancellation policy. On all other products as long as we receive notice of cancellation on or before the 24th (during weekdays) you're still good.

Email will probably be faster.

I've encountered some http shaping on downloads to around 100 Kb/s, but it varies from site to site(some full line speed). On nntp traffic very little.
