what I did is googled ril info and found this

Anyways just thought i would share the solution that i got thanks so much for all of your help!! 
Can anyone here please post MTN APN's? My sister does not have T Backup in order to properly use APN Backup and Restory, and she doesn't want to spend money just yet...

I didn't have a problem, but i thought i should just double check as i use a custom kernel. I installed this:

And it turned out i had a mismatched RIL/Baseband, just installed the proper RIL and will see if it gives a better signal.
Hi guys. My wife just got my old S2, but she id with MTN. Her data doesn't seem to work.
Can it be that I must update her PDU? What must it be for mtn?

Have you tried the GetRIL app as above?
GetRIL is generally used if you are having data connection issues i.e. no data or dropped calls and connections. GetRIL downloads a compatible Radio Interface Layer which the modem uses to communicate and connect to the network thus providing the correct commands for the modem / radio to communicate. If you are fortunate enough to not have any issues after flashing a new ROM (which often include there own RIL files) then there is no necessity in using GetRIL. A forumite mentioned that he/she was having issues with data so I made a suggestion in using the app.- http://en.wikipedia.org/wiki/Radio_Interface_Layer
