Maybe try using an ISP that uses SAT-3/SAFE bandwidth although I suspect we can expect congestion there as well.
 
what does cybersmart use??

They use SAT-3 via TATA (AS6453).

Pretty soon they will also use Seacom as well offering redundancy on two different cable routes as well as establishing another IPC in JHB.

The light source is not strong enough in order for it to propagate the light entire length of the cable due to attenuation. In order to get the light from A to B they have to amplify it at certain intervals and in order to do this they use optical repeaters. The optical repeater converts the light to an electrical signal which is in turn again converted to light signal with full strength. In order to do this the optical repeaters require power, electrical power that is. So besides carrying optical fibers the cable also has electrical conductors, armour cladding etc.
