It is not their expertise, they are not the experts, they rely on public submissions, we are all just people, nobody is perfect. Through the process of public participation they modify their policies since they rely on that feedback to do so.

But if the right people just sit around and don't take part in the process, bad people see an opportunity and exploit to the extent that you see now.

I'm just not sure what you mean by 'black culture' (I edited my original post earlier) but no I don't think that if a black person dresses and talks like a white businessman it will make any difference at all, quite honestly. I also think diversity is good and different cultures are good.

If you're going to rely on the government alone to make this country a better place to live in then you'll be disappointed. That's true anywhere in the world. There are many role players including local communities, business, ngos, charities and ordinary individuals who can, and do, make the biggest difference. Thinking that your vote and paying taxes is the only contribution you need to make to creating a better country is a mistake, imo. Maybe it should be enough but it isn't. Your future and the future of your children depend on the choices we make today, and choosing to depend on the government alone to create that future is bad for all of us.

Africa is big place with many different cultures and social systems and ways of doing things. There have been many successful empires on the continent in the past. Africa couldn't resist the onslaught of colonialism with the superior weaponry and the hunger for domination that came with European colonialism.

public participation is not limited to policy, and policy and be fine tuned to ensure there are incentives for efficient implementation

in the implementation phase of policy public private partnerships play a vital role

Well that may be true, I don't personally agree with you on that but people have different ideas about what the government is responsible for. I think though that creating a safe and comfortable place to live for you and your children is not their job, it's too important to hand over all responsibility for our future to a government, especially one we know is corrupt at the top. Either we do what we can as business and individuals to help government make this country work or we explain to our children that sorry, but it wasn't my job...

Hunger for domination? Like the Zulus? How do you think the African slave trade got started? Dominant tribes would enslave other tribes and figured out they could turn a profit flogging them to the Arabs. The hunger for domination is a human trait. Empires are built through domination. Superior technology and weaponry allowed Europeans to do it better than everyone else, not there over developed domination glands.

You don't have to be a politician. You just need to participate and put forth your views. No one's asking you to run the country, just to participate. Not necessarily on a national level either, but local, too. Things in your community/city also needs to happen with your input.

Absolutely! It's my job to make sure my family have what the need and feel safe.

I'm not arguing with you on that, I agree. Europe is also about domination of various tribes over each other, with devastating consequences and 2 world wars. The world is changing though, we are globalised and cultures are merging and living beside one another as never before, cultures are changing more rapidly than ever before. In South Africa today, we have to make choices about how we intend to live together and we have to somehow overcome the racism which in this country is deeply systemic and institutionalised and isn't going to just go away.

What a load of nonsense. We have a black government, AA and BEE. Racism has no bearing on the development of this country unless you think white people having wealth and jobs is racism. What this country needs is economic growth on a scale seen by the tiger economies in the latter half of the last century or India and China today. Those countries built and are building their economies with massive industrialisation driven by cheap labour. This country wants overnight transformation without putting in the work.
