So I think your assessment is incorrect.
Here's a thought, could it be that the system privileges white people because it was designed and built by white people? I'm thinking specifically of the US now but, I'm sure this applies to SA too.
If you want to enjoy the fruits of the system you need to assimilate with the system.
That means speak the language of the system(English globally) , dress appropriately and follow the rules. In the east even the Chinese had to wear suits, learn English and learn western capitalism to become the power house that it is.
When you look at African Americans they mostly seem to dress like gangsters and talk bastardised English. Fine if you want to be a gangster or pop star but no one would or should give you a decent job if that's how you dress and speak.

Well to be more specific the system was designed for wasps and came to include Catholics of all sorts; Jews, Italians, Irish,Polish, Indians, Muslims, of all sorts, Arabs and Persians, Poles, Russians, East Asians etc. All of whom assimilated enough to prosper. All of them learnt the language and how to dress properly. Multiculturalism only works when the host culture takes precedence. And, the culture that attracts the most emulation globally is western Democratic capitalism. If you want the fruits of the system, fit into the system. Africanism doesn't work. There is no successful example.

you are welcome to contribute to their plans, attend or make submissions to parliamentary committee public hearings on policy and tell them how to better their existing strategies, these invitations are advertised in newspapers and on websites

It is not their expertise, they are not the experts, they rely on public submissions, we are all just people, nobody is perfect. Through the process of public participation they modify their policies since they rely on that feedback to do so.

But if the right people just sit around and don't take part in the process, bad people see an opportunity and exploit to the extent that you see now.

If you're going to rely on the government alone to make this country a better place to live in then you'll be disappointed. That's true anywhere in the world. There are many role players including local communities, business, ngos, charities and ordinary individuals who can, and do, make the biggest difference. Thinking that your vote and paying taxes is the only contribution you need to make to creating a better country is a mistake, imo. Maybe it should be enough but it isn't. Your future and the future of your children depend on the choices we make today, and choosing to depend on the government alone to create that future is bad for all of us.

My term for the belief that there is an African way of doing things that is compatible with successfully being part of there global economy and uplifting and empowering people. Mbeki spoke of African democracy if I remember correctly. As if there ever was such a thing.
