I have no medical education or experience with diabetes, but it sounds like the 75% of insulin is too much, hence your levels going too low. You may need to reduce your medication more aggressively - perhaps consult your GP and have your reduction expertly supervised?
I am checking my sugar levels regularly throughout the day. One shouldn't reduce the insulin very aggressively. I'm reducing it every 2nd day (as previously recommended by a GP).
What I want to know is what do I eat or drink to lift my sugar levels when I do get a low reading? Monday and today I made some hot Milo without any sugar. It kind of done the trick.
