I'd love to see the legislation where it says the receiver is liable for a fine. Maybe the full import tax and vat on the correct value, but not a fine

Not exactly sure, but I think it can be one of 2 things:
1. The invoice states it is electronic goods/cellphone/etc, but the value is low. If you get a customs agent that is on the ball, he might suspect something is up and then open the package to inspect.
2. Unlucky randomness. I'm sure they do random checks on parcels. Maybe opening 1 out of every 1000 (or whatever number) to check if the contents match the invoice.

Personally I don't think the bloatware is that bad for the Xiaomi's and compliments the phone. A large part of me wanted to keep the phone stock, because of OTA updates and being able to use the fingerprint reader in the FNB app. But I miss the stock UI. And it would be nice to only have I want installed - not all the bloatware that comes with it.
