Fixed it already, deleted my store cache and then disabled my VPN. It seems to detect VPN abuse, account hoarders.

Weird, do you have a VPN active, what is the region of your account? I know that messes with it, especially Ubisoft.
No VPN, SA is the region I believe. Weird, but working now.
Weird, had to close uPlay Launcher and make the website open it, after which it showed the option to download.

FYI there's apparently a problem with the Far Cry 3 giveaway that it asks for an activation code. I think they've disabled it until it's fixed.
