I wonder is how will the seats work? I mean let's say an independent wins 20 out of 40 seats in a province according to how they calculate seats for provincial/national elections? What then, does he just sit there in one seat with **** tons of empty seats around him or...?

The question of the votes for an independent candidate. It means he gets enough votes for his seat and that's it, but what if he get more votes that are more than one seat?
That's bullshitOnce the independent candidate has achieved their seat, the votes are "discarded" for the second round of calculations which means other parties effectively could get a boost in the chance of getting a seat which I could see being problematic.
