All they are doing by offering it as free at this stage is metering potential use, then they will apply a billing model to it, rake in some more money to up their rather poor financial performance this year.

NO...currently local doesn't count towards your cap...before it's capped.
I downloaded 1GB from last night and my WA SAIX account still shows 70% of 3gb(or 2,12gb used) like before.
