Uncapped mobile data packages compared

Rain's R250 off peak package is a joke, in the early hours of the morning you get modest 4G speeds but at lunchtime it slows down to a point where you can't even browse the internet properly. I was with Rain from it's beginning. I had good speeds, in fact the only thing that's been consistent is the upload speed. Rain has been slowing down since and last year I started contacting support from the various areas to be told that there is nothing they can do because the network is congested. In February I changed to Telkom's R229 for 32 days of offpeak uncapped data. They guaranteed 10 MB/s and that's what I received.
 
That 2Mbps limit after x amount of bandwidth used is atrocious. What can you do with 2Mbps these days?

They need to decrease the price of the 24hr package
 
Why does nobody offer uncapped LTE on the Vodacom network?
Where I live the only LTE signal is from Vodacom.
 
With these fixed products is the need for fibre still necessary? Especially the lower tier fibre packages
