It would not work on an local-only account, as there is no local Live! server.
You need international b/w to authenticate and use the Live! service.
Only when playing games with only local peeps will you only use Local b/w and even then, you still need the international b/w to get updates on who is online and such.

On a normal day of not doing anything major, I average on 100-150 MB a day. How people possibly manage less is beyond me.
