House. How on earth you think you are putting forth any credible story is beyond me. You are behaving like an ANC politician. You don't answer any question with facts, and always throw in a red herring.

1) There is zero chance that any agency can and does monitor every call that occurs.
2) You are claiming 1) is not only possible but actually happens.
3) If your claim that an hour of audio (voice quality codec) at 69.9KB is possible, go sell the technology to the world and change our understanding of physics.

Ok so we need a solution. So what can be done to protect one's phone conversations for the privacy conscious ones? From the looks of things these operators can randomly tap calls. Voip service over vpn maybe? Unless the voip providers are working with governments too
Not much it seems. According to House, "they" are already recording all our calls so that means "they" are decrypting all the proprietary VoIP protocols such as Skype including when running on 443 and other encrypted VPNs.

Microsoft owns Skype. Microsoft collaborates with the NSA.

On the serious note, JvZ knows perhaps what equipment has been installed to comply with RICA and what bandwith is used on extra spying pipes. No, they don't need to transfer all phone calls. It needs random checks (keywords like Google or pattern matching to pickup specific voice), it can be made on-site. For specific individuals on the radar they will record all calls, adding automatically any person on their contact list. And they do voice matching checks for all traffic on selected areas. Data interception and VOIP (some are encrypted) is more complicated, it is why we have bugged Apple phones.
