Where does Outlook store account details ?

I believe its stored in the registry. It's a bit of a schlep restoring it thou if you have custom rules etc.

The PST should not require an account setup to open. The details should be kept by the person who setup the account.

Is the PST password protected?

If not find out what the email address is, and get the details from the ISP. If necessary get the relevant person to change the password

if it's an mweb email account, get the details from the net, if it's a company email, get the details from the sysadmin.
without the password, you can't do much else with the account details.
