With some of the Red Hat sponsored projects I some times find it hard to tell if it is FOSS or one of their commercial offerings but I see it is quite clearly 'Free and free' according to your link.
 
Is there any open source software which can quickly improve the stability of GoPro footage? I have an old GoPro which has terrible stability and don't have money now to get a newer one. I know Premiere Pro does it but it takes a lot of time. Is there anything quicker?

Off the top of my head I don't know of anything. Searching for a Premier Pro alternative throws up things like Shotcut, Openshot and KDEnlive. I've used Shotcut and Openshot before and found them good for my limited needs but I'm not sure if they have the specific functionality you are after.

Da Vinci Resolve has a free version, it has a stabilisation feature but probably overkill if you "just" want to stabilise shaky footage and not do any editing etc.
