So looking at the allocation data (seems to show the pool data) on the Fibre account, we (collectively) seem to be close to the allocated amount ie 400TB

196-170=26 difference!
Seems like this could be related to the routing issue which we are investigating. I get about 185ms to the same IP.

400TB is not a lot of data for multiple 1Gbps/ 200Mbps / 100Mbps accounts actually. That can be used up very quickly

So what happens if that "pool" runs out ?

The pool can be adjusted according to demand.
