Cool, so you're claiming that throttling isn't throttling because it at some times isn't applied, while Afriguy claims that throttling isn't throttling because they have a whitelist of sites in Nepal they don't throttle. Good luck with the mental gymnastics of reconciling those two claims!

Throttling by it's very definition isn't lifted until you're in the safe zone as identified in the AUP. Shaping can change by the minute depending on total load.

There is nothing to reconcile here apart from you using semantics to make some crazy point.

sorry hush, we have agreed before, but the definition of a throttle is not based on usage, it is defined speed limit, protocol specific or not, refer to my wikipedia post. if you slow any service to any specific limit that is throttle, the same way the account is throttled to 4mb and is unable to exceed it. it is termed throttled

It matters when Afriguy keeps asking you to send him a message, when you've already sent him a message and you're waiting for his reply, and instead of replying to your message, he keeps insisting that throttling isn't throttling.

A throttle is not lifted until you start a new cycle or until you fall in the safe zone of whatever window is defined and it affects all protocols whereas with shaping the rate limit can be lifted or constricted on a minute by minute basis depending on total load while at the same time prioritising certain protocols. That is why you get 25% download/10% P2P and 100% real time.

So yes, shaping is a rate limit but it is fundamentally different to throttling.

I fully admit that we aren't delivering the best experience to our clients at the moment. We most certainly have dropped the ball recently and I'm truly sorry about that.

I know the frustration builds up to a point it explodes, which is what seems to be happening here. Let's work together, one day at a time and bang out as many improvements, stats and feedback as possible. Let's rather drop this silly debate of who is lying, what shaping is and that apparently we throttle. Moving forward is better

What I wish t make clear here is that they are not giving the same information to me, throttle is a specified limit of any service, a shape is a prioritized service in a tiered format. They do not place any restrictions on realtime services yet the severely restrict other services, i cannot see how this matches up with shaping especially as they tell you how slow your service will be slowed sown to

So OS X Mavericks, almost 20 hours of continuous 'downloading' and I've got a total of 1.8 gigs. Somewhat underwhelming.

Can someone upload it Facebook or Youtube or some other important service that isn't shaped as badly?

This is not strictly relevant to the throttling vs shaping debate, but just to let you know that you can go to an iStore and they'll pop Mavericks onto a USB drive for you. That will save you 5gbs of data at least
