even the above statetement confuses it self, some client may be shaped when the network is quiet, wtf, yet you say no user is individually shaped
OK, let me clear it up here. I can't go into exact detail as again, our shaping runs dynamically.
Let's asssume that our network is properly quiet and we have massive amounts of resources available to use. This is when we'll open up the flood gates. No clients will be shaped.
Things get a bit busier, the network starts to pick up. We start shaping from the top users down.
