Android 9 does not support call recording

It looks like since Android 9 Google FoolPlay Services will decide whether you are allowed recordring or not. Depends on the country you are in and OEM settings..
With the OnePlus you can just adb into the device and change the setting from 0 to 1 and it works.

i've tried very possible method. it just breaks.
not going the root option.

Yet a mate of mine got the Pie update on his Note 9 a few days ago and ACR works fine on his Note.
Maybe you should redo your device, the adb setting should only revert on a reboot not automatically after 10 minutes like you said.

Best is not to upgrade to Pie at all. It is a s**t OS in any event. It's all the glim and glam for kids. You are turning a perfectly capable smartphone into a brick capable of making and receiving calls. Nothing more.

Think your confusing Android with ios...

Not at all. But, if Google sticks to Android 9 and build all future OS releases on the same principals, one may just as well dish out a bit more and buy an iPhone. You will get a much better device, OS and bang for your buck than what any Android device can offer, which runs on Pie or later.

Glad to see your delusional status is at least constant across all your posts.

Bang for your buck and Apple in the same sentence

It is what it is. Android Pie just made Android the same useless OS as iOS. It now offers nothing more. The question now is the devices themselves, and unfortunately, Apple takes it.

You sound like you have never even used 9.

Better camera, better battery life, new adaptive brightness feature, digital wellbeing. There are a few more that's slipping my mind.

No call recording, they add in half a dozen features and enhancements, remove 1 thing and all of a sudden its as useless as ios.

I think ur just but hurt.

Maybe you are right, but features you mentioned do not need a major OS upgrade. And an Android stock camera app is useless. Huawei replaced it with their own app. Otherwise Camera 2.

So without even using the app you say its useless, sure you don't own an iPhone? Because generally you try something before forming an opinion, and short of stabilisation the updated camera can give my gopro a run for its money.

You can use ACR Unchained. Will be available soon on alternate app stores.
