I'm starting to get the impression that you're rather slow. Dear lordie I hope you don't work for Openweb.
Firstly it's not irrelevant. There is no method to see if you are capped other than 1) the account not working, or 2) checking your usage stats.
Usage stats were checked, and it appeared that the account was going to go over, so an additional 50 gigs was ordered. They did not process the additional data correctly, but they supposedly softcapped, so from an end user's perspective it appears as if the additional data was provisioned, when in fact it wasn't.
The rest of your post is just nonsensical horseschit that I can't make heads or tails of. I don't think you quite understand what it is you're arguing here.
When called, technical support could have simply mentioned that the account had been softcapped and the order wasn't processed, even though they happily took the cash. Instead they incorrectly blamed Telkom.
See I think you're here just to have an argument now, because you're being incredibly irrational and rather stupid to be honest. Technical support was contacted. They made no mention of being capped. The account should not have been capped in the first place as additional gigs had already been bought. The account did not act in the manner expected when capped.
So in effect Openweb cocked up the order. Cocked up the capping. Cocked up the support. And you're trying to have a dig at me for not sucking it out of my arsehole that the account was capped, when in fact they were experimenting on the account and it wasn't, for all intents and purposes.
I actually have no doubt that you're an Openweb employee looking to pick schit now. On that basis I am cancelling this account - good on ya, Wackyza...
