Assigned profile dropped - downlink to 16000

My 8ta E367 modem was negotiating profile 21000Mbps downlink and 8640Mbps uplink.
Now downlink is limited to 16000Mbps. Still connecting to the same tower 22222 (or 5). What is going on?
I am aware that new towers will be in this area in couple of weeks. Did they replace equipment on this tower with slower one (moving it to the new tower?

OK. It looks like the numbers displayed in MDMA are incorrect. When tracing connection on terminal, getting the following:
Code: 
^DSFLOWRPT:00000296,00000000,00000000,0000000000000484,0000000000000074,00107AC0
,001E8480
The last two numbers show assigned QOS:
downlink 001E8480 = 2,000,000Bps = 16,000,000bps
uplink__ 00107AC0 = 1,080,000Bps = 8,640,000bps

It is consistent what MDMA is displaying (my first post messed up Mbps)
These numbers never change during downloading, there are assigned during connetion phase. So it is 16Mbps (instead of 21Mbps) and 8.6Mbps. I remember it was displaying 21Mbps previously.

BTW, This latest mdma beta is broken for /hexprofiles option. Older version shows hex data as above.

@8ta, replied PM. No degradation in speed, but never had downloads exceeding 2Mbps, it shouldn't really degradate speeds. Just a question for eng team. :)
The same network instability problems as reported before. Sometimes intensify, sometime get better. Also conguestion after 8pm (last two months).
 
Hi sajunky!

The engineers have advised that nothing has changed on the tower you connect to. Your modem and tower you connect to will negotiate a speed which will be the most stable connection at the time. The sites you currently connect to is either not in direct line of site due to the land elevation or is far from your premises.

Latest update on your issue. We have had some vandalism and theft of batteries at the site which was supposed to resolve your network instability problem. This has been actioned to be resolved within the next 2 weeks. Please let us know if things improve by or before then (03/08/2012).

Didn't notice,except one night site went down completely.

Re: Subject I think engineers gave you wrong answer, they should be fired. Why? Reason is that during negotiating connection the high speed data channel is not used at all, so tower is unable to establish quality of the connection. For negotiation purpose standard 3G control channel is used. The only information tower receives is RSSI reported by the modem, modem serial number and modem capabilities. Based on modem and tower capabilities (in this case HSPA+ 28Mbps with MIMO) modem receives QOS parameter and access to High Speed Control Channel. As 8ta doesn't support 28Mbps, only 21Mbps it gives 21Mbps. At least it was before.
Only then client can start transfering data, this is on different - data channel (HSDC) and based on quality of connection tower assigns modulation and more or less codes to the client (in fact controling speed). It happens every 2ms.

That was little bit technical, but take the following scenario into consideration: QOS is assigned once per connection. What happen if mobile user approaches tower from a distance, when comes closer, it would benefit from better QOS, but it can't, as QOS is f*&$%-up. Hope this is explanatory.
 
8ta! (hello),
I noticed today QOS popped up back to 21mbps. Perhaps site update happened late night, as site went down, forcing me to go sleep.
