From the numerous results am I correct in saying that there is either congestion or the fibre line has been damaged?

If your last mile connection has packet loss, it will cause terrible international speeds, but as you indicated it seems to happen only during peak times.
This indicates that from your local fibre termination point (Switch, or OLT) there might be backhaul issues to the AeX (Automation Exchange) handover point where we receive your traffic.

I'm playing a game called apex legends which uses amazon to host their servers and its seeing brazil as the lowest latency region, however the actual server routing is messed up. Iv seen the same behavior on other amazon hosted games, once again its an issue with using the SACS routing:

Speeds and latency in the evenings are pretty terrible.
Gian was on the forums for a short period of time only. Then it became generic emails which to this day I still receive, despite not having an account with them for almost 2 years now and numerous emails to their support asking that they entirely delete my account.
No, but I have had lots of VERY helpful and honest people (from various ISPs) try and sort out my issue including a high ranking Telkom/openserve tech who went above and beyond to try sort out my issue. Ultimately they all failed. So I hope you don't mind when I say I'm not optimistic especially when Octotel's default stance on their network seems to be "everything is fine."
That being said I'm willing to jump through whatever hoops need to jumped through to try and get this resolved. I've been trying to keep daily detailed records of my line's performance, part of which I post here every night. Finally thank you to you and @PBCool for trying, I do appreciate it.

That looks like its hosted on the Google Cloud instead of AWS...
So the routing looks fine. Only when that new data center open, will SACS routing be possible.
The issue im having is that the game doesn't allow you to select a region and whatever backbone they're using (im assuming its AWS because when i looked at the ips that were connected it had AWS in there) is causing it to see brazil as the lowest latency region, but then when it actually connects it hops onto the google servers in brazil then. I'v seen the same thing happening in pubg, fortnite and now apex legends, all AWS based for their matchmaking.

Would you mind PM'ing me your name, and address. I would like to ship you a small linux box to install as a bridge, so that I have a diagnostic endpoint to access, and gather some iperf information to provide to Octotel.
I only have one at the moment, but we've ordered another bunch to assist in getting hard evidence from a subscriber line.

This does appear to be a google cloud server, and we are learning the route via JINX (The Johannesburg Internet Exchange) where google is advertising it.
Google appears to be taking care of the transit from thereon themselves.
Done.
I have been running your guys set of iperf tests almost daily along with MTR tests to lmns.cisp.co.za and iperf.cisp.co.za and Speedtests to Cape Town, Johannesburg and London.
If you want any of that let me know. Thanks again for looking into it.

Never, not like this and I really appreciate it, I am just outraged that another company can screw people over like they have including the client’s ISP and the whole rigmarole needed to gather evidence. It just blows my mind.
You are welcome to install whatever you want here if it helps to convince Octotel

I'm trying to use an IPv6 tunnel to HE in JNB, but the return route goes via London and so I get 150ms+ latency and that's before I'm out of the tunnel.
Any reason why HE would prefer routing back to your network via London when you seem to be peering with them in both CPT and JNB?
